What are the implications of Mayor Sarah Duterte's actions to a sheriff?

After we saw (videos) how Mayor Sarah Duterte of Davao treated the Sheriff who served an order, there are mixed reactions. Some say the mayor was just right, some argue that is was so disturbing.

Now, the question is: What are the implications of such action of a leader like Duterte?
