When Erap files his certificate of candidacy, mahimo na ning legal question. Is he qualified to run? Does the constitution allow him?And only Supreme Court can answer those questions...

The answer depends on what where the person is leaning. For Erap supporters, he can run because there is no constitutional prohibition. For non-Erap supporters, he can't because the constitutional prohibition. This is indeed a legal battle only Supreme Court can rule.
